ELIGIBILITY:
Any applicant or recipient must be a female registered as a Democrat to vote in Pennsylvania. The applicant must be registered in the sophomore or junior class of an accredited college or university pursuing a four-year degree and be in good academic standing. The applicant must be an active participant in activities of the Democratic Party or possess a Democratic family background.
